Topics include searches and summonses, privileges, fraud, preparer penalties, Criminal Investigations and Civil Exams, Collection enforcement, and IRS’ new focus on Employment tax crimes.

Presenters:

Mitch Dubick
Presenter Bio: Mitch Dubick concentrates his practice in tax controversy matters, representing individual and business entities before the IRS and all state taxing authorities, as well as business, real estate, and tax planning. His decades of experience and cost-effective solutions have made him the choice of clients, accountants, and other lawyers to handle their tax disputes, including audits, overdue returns, offshore accounting, appeals, collection matters (including liens and levies), installment agreements and Offers in Compromise. Originally from Cleveland, Ohio, Mr. Dubick began his legal career with the Department of Justice in Washington, D.C., handling civil and criminal cases throughout the United States. Since coming to San Diego in 1981, he has handled a wide variety of corporate, partnership, and individual business and tax litigation matters, as well as serving as an expert witness. He is a past Chair of the Taxation Section of the San Diego County Bar Association, and served for several years as the attorney representative on the IRS District Director’s Tax Practitioner Panel. Mr. Dubick is a frequent speaker before tax professionals in the areas of tax disputes and litigation, and received the highest rating (A-V) from Martindale-Hubbell for ethics and legal ability. He has been named several times as one of the Southern California Super Lawyers®. In addition to professional commitments, Mr. Dubick has served on many charitable boards and organizations. He has served as Chairman of the Board of Trustees of the Seacrest Village of San Diego Senior Community Centers, Chairman of Second Chance, and a National Commissioner and National Executive Committee Member of the Anti-Defamation League. Recognized for his commitment, he received the ADL’s Torch of Leadership Award. He is also a trustee of the San Diego Museum of Man.

Joshua Katz
Presenter Bio: Joshua Katz specializes in tax law, representing corporate and individual clients before the Internal Revenue Service, California Franchise Tax Board, the California State Board of Equalization, and other State taxing authorities. His focus is on tax controversy matters, which includes: audits, appeals, tax liens, levies, installment agreements, and offers in compromise. Mr. Katz is fluent in both English and Spanish. In 2018, he was selected as a Super Lawyers® Rising Star. Prior to joining Higgs, Mr. Katz practiced civil and criminal law in the San Francisco Bay area. While in law school, Mr. Katz interned for the San Francisco District Attorney Pre-trial Division and the San Diego County District Attorney Economic Crimes Division and Lifer Hearing Unit. Outside of work, Mr. Katz enjoys composing music, reading, chess, rock-climbing, backpacking, and playing tennis.
