On Friday, December 22, 2017, President Trump signed the Tax Cuts and Jobs Act. The Act provided the most comprehensive update to the ta x code since 1986 and included a number of provisions of particular interes t to partnerships and their partners. It became effective January 1, 2018, and did not affect 2017 taxes. Here's what happened: Congress dumped 500 pa ges of sloppy statutory language on the IRS who had to use this garbage to develop 184 pages of proposed regulations. These proposed regulations creat ed as many questions as answers. So many that the IRS was inundated with ov er 330 comment letters from tax professionals and taxpayers. The IRS respon ded by issuing 274 pages of final regulations along with two key Revenue Pr ocedures. In this session, we will review the TCJA in general, and the Sect ion 199A pass-through deduction in detail. We will also concentrate on the final regulations issued by the IRS.
