Marc Narlesky, T echnical Assistant to the Advocate at the Franchise Tax Board (FTB) will de scribe services available from the Taxpayers’ Rights Advocate’s Office (TRA O) when “normal channels fail.” He will also provide updates to TRAO. And, this year there were considerable changes due to an active legislative sess ion in 2021. He will cover other topics including but not limited to Califo rnia Earned Income Tax Credit (EITC), communicating with the FTB and other policies and procedures that may be helpful for you to know in your practic e. He will also provide a glimpse on Paycheck Protection Program, New Legis lation AB 150, Healthcare Mandate, New Form 1099 NEC (Non-employee compensa tion)

Marck Narlesy,
FTBMarc is a Technical Assistant to the Advocate in the Franchise Tax Board
’s (FTB's) Taxpayers' Rights Advocate’s Office. He has been a member of the
Advocate’s Office since December, 2015.Marc started with the FTB in 1989,
working as an Auditor and Reviewer. He has held staff positions for divisio
nal budgeting as well as acting as a business lead for FTB's Activity Based
Costing project where he learned the operations of the department. Marc’s
professional experience began in public accounting. He has worked in genera
l practice with a multi-service firm and as a financial auditor of non-prof
it organizations. Marc earned his Certified Public Accountant in 1992. He g
raduated from San Jose State University with a Bachelor of Science Degree i
n Business Administration with an emphasis in Accounting and a minor in Ind
ustrial Technology.
