Jennifer Henrie-Brown, Stakeholder Liaison Communications & Liaison, Internal Revenue Service represents the IRS at education and outreach events and works with tax professionals, payroll providers, industry and trade associations, small business owners, and other Federal, State and local government agencies. Jennifer has been employed by the IRS since October 1992 and has worked in outreach and education for sixteen years. Jennifer has also held positions in the Service as a Customer Service Representative, Taxpayer Service Specialist, Acting Manager of the Oakland Taxpayer Assistance Center office, Senior Tax Specialist, and Management & Program Analyst with Real Estate and Facilities Management. Jennifer regularly speaks at organization meetings, conferences, seminars, forums, both face-to-face and via webcast, on tax related topics relevant to the tax professional or small business audience. She has represented the IRS at various media events, trade shows, fairs and expositions, both locally and nationally. Jennifer holds a Bachelor of Arts from the University of California at Los Angeles with a major in Communication Studies, specialization in Mass Communication.Vivienne Antal, Senior Stakeholder Liaison



Vivienne Antal, Senior Stakeholder Liaison, Internal Revenue Service has been employed with IRS since 2001. Prior to joining Communication and Liaison Division, she was an International Revenue Agent in Large Business and International Division focusing on financial products (derivatives) and offshore fraud issues. Vivienne holds an MBA in Finance and an MS in Mathematics. Vivienne is a lead Stakeholder Liaison managing Cyber Security and Practitioner Data Breach Program for the Western Area. She represents IRS at face-to-face and/or virtual educational and taxpayer outreach events working with tax professionals, payroll providers, industry and trade associations, and other organizations. She also partners with other Federal, State and local government agencies.

Christine Zhou

Christine has worked for the California Department of Tax and Fee Administration for over 14 years. She has conducted Sales and Use Tax audits on various types of businesses and industries. The audit types range from retail to manufacturing and from medium to large sized businesses. She has participated as a speaker in various outreach events, such as Chinese Medical/Acupuncture Association, Dining and Beverages Association, and other various events. She has bachelor’s degree in Accounting from California State University East Bay (Formerly Cal State Hayward).

Victoria Agustin
Business Taxes Compliance Specialist
Field Operations San Jose Office

Victoria has worked for the California Department of Tax and Fee Administration for over 20 years. She has extensive experience in Sales and Use Tax collections of medium to high liabilities for active and closed out accounts. She has participated as a speaker in other outreach events such as our Basic Sales and Use Tax classes. Victoria also has extensive knowledge of Dual Determinations and Write-Offs. She has bachelor’s degree in Accounting from the Philippines.

Kevin Myat
Business Taxes Compliance Specialist

Kevin has worked for the California Department of Tax and Fee Administration for 4 years. He has extensive experience with Sales and Use Tax collections of medium to high liabilities. In his current position, Kevin is also a remote agent, answering customer service calls received from taxpayers throughout the State of California. He has bachelor’s degree in Accounting from San Francisco State University

Diana Tay

California Department of Tax and Fee Administration (CDTFA)

Diana Tay has been working in the Taxpayers’ Rights Advocate Office since 2011. Prior to 2011, she was a supervisor in the Culver City field office and held compliance positions in the Sales & Use Tax, and Special Taxes and Fees Departments in the Sacramento headquarters office.

As one of just six Business Taxes Technical Advisors for the office, she provides advisory services and works directly with taxpayers and their appointed representatives to ensure taxpayers’ rights are protected. Several times a year, she participates in outreach events throughout California by educating the public about the services the advocate office provides. Ms. Tay holds a bachelor’s degree in Business Administration, with dual concentrations in Strategic Management and Marketing from CSU, Sacramento.
