The Office of Tax Appeals or OTA is the primary point of contact for taxpayers, tax professionals, attorneys, representatives, tax agencies and all other stakeholders in need of information regarding OTA’s organization and the appeals process.Ms. Dana Holmes, Ombudsperson and Ms. Theria Martin – Chief Deputy Director, will be sharing what is new in the organization, the kind of appeals they handle and who can benefit from their assistance. They will be answering questions for those who have them.

Presenters: Theria Martin – Chief Deputy Director / Dana Holmes, Ombudsperson

Dana Holmes is currently the Ombudsperson for the Office of Tax Appeals or OTA. She is the primary point of contact for taxpayers, tax professionals, attorneys, representatives, tax agencies and all other stakeholders in need of information regarding OTA’s organization and the appeals process.Ms. Holmes previously served as a Hearing Information Assistance Officer for the California State Board of Equalization. She was an outreach liaison for taxpayers, petitioners, and attorneys to resolve sensitive, complex tax issues in cases before the Board. She has over 30 years of state service experience, with a track record in taxes, communication, compliance and auditing. She holds a Bachelor of Science in Business Administration from California State University, Fresno.

Theria Martin is the Office of Tax Appeals Chief Deputy Director. She previously served as The Franchise Tax Board’s Director of Filing Compliance where she was responsible for overseeing tax compliance administration for personal income tax and corporation tax, worth more than $3 Billion in revenue annually to the State of California. During her 30 year career in state government, she has held multiple executive leadership positions in the areas of tax program development and administration, policy development, as well as information technology. She brings many years of specialized management experience in organizational development, communications, risk mitigation, employee and supervisory training, leadership development, and Equal Employment Opportunity. She holds a Bachelor of Science in Business Administration from California State University, Sacramento.
