Topic:
The Franchise Tax Board’s California Tax Law Updates will discuss how the Taxpayers’ Rights Advocate’s Office can assist with California tax issues. We will provide updates on legislative matters and other current tax topics. In addition, we will review information and tips on how to best communicate with FTB and all of the features now available via My FTB accounts.

Victoria Ramirez, CPA
Victoria Ramirez has been with the FTB for eight years and works as a technical advisor to FTB’s Taxpayer Advocate to solve taxpayers’ and tax professionals’ complex and sensitive tax inquiries and provide education and outreach to the tax community. She previously worked as a tax manager at KPMG before joining FTB in 2018. This experience provided her with a unique perspective on how FTB and the tax practitioner community can best collaborate to solve tax matters. In addition, she has gained experience in FTB’s Audit Division, Public Affairs Office, and most recently as manager of FTB’s Legislative Office. Victoria also represented the State of California as a member of the IRS’ Taxpayer Advocacy Panel where she volunteered her time to improve IRS services and customer experience. Victoria holds a Master’s Degree in Taxation from Golden Gate University, Bachelor’s Degrees in Accounting and Spanish, and a CPA license.
Sara Hopkins
Sara began her career at FTB in 2016 as a call center agent in the Exempt Organizations Unit, where she discovered a passion for tax administration. Specializing in exempt organization tax compliance sparked Sara’s interest in pursuing law, ultimately leading her to begin law school. In 2026, Sara joined the Taxpayers’ Rights and Advocate’s Office, where she has been able to apply her legal studies to support California taxpayers and promote transparency in tax administration.
