About the Speakers:

Lionel Carrillo, Senior Stakeholder Liaison, Communication and Liaison, Internal Revenue Service
Lionel Carrillo was selected as a Senior Stakeholder Liaison in January 2022. As a Senior Stakeholder Liaison, he is responsible for providing his external partners a communications and outreach capability that promotes understanding of the agency’s mission and goals, promotes two-way dialogue, builds relationships with the tax professional community, government agencies, businesses, and groups outside the tax community. The overriding goal is to help taxpayers understand and meet their tax responsibilities.Lionel has over 30 years of experience with the Internal Revenue Service. Lionel started his career working the phone lines, addressing tax law as well as tax account issues. It was during this time that Lionel was involved with VITA, managing outreach compliance programs with the cooperation of Exam and Collections, coordinating training, and assisting in disaster relief responses. Lionel has worked in Exam as well as Collections. Prior to joining Communication and Liaison, Lionel worked Offer in Compromise cases. While in Offer in Compromise, Lionel would work closely with Appeals, Tax Court, as well as Exam.

Jerrie Muir, EA
Jerrie Muir is an Enrolled Agent who previously worked for the Internal Revenue Service as a Tax Auditor, Internal Revenue Agent, and Stakeholder Relationship Tax Consultant. Jerrie has taught income tax, QuickBooks, and accounting classes at a number of Southern California community colleges. He has served in the U.S. Marine Corps and U.S. Army, and is a U.S. Army War College graduate.             

Jerrie has over 25 years of teaching and tax preparation experience in the U.S., and overseas at military installation and U.S. Embassies. His focus is tax preparation for the self-employed taxpayer. Jerrie also has experience with preparation of individual tax returns with the Foreign Earned Income Exclusion, Foreign Tax Credit, and military related tax provisions.

Jerrie can help you meet your federal and state tax obligations, file any required tax returns, and if needed, audit representation before the Internal Revenue Service and Franchise Tax Board.

Anna Cowperthwaite, Assistant Technical Advisor to the Advocate, Taxpayers' Rights Advocate's Office
Anna Cowperthwaite has been with Franchise Tax Board (FTB) for 18 years. Prior to joining the Taxpayers' Rights Advocate's Office, Anna worked in the Criminal Investigations Bureau as a Forensic Auditor conducting more complex technical examinations of seized individual, business and bank records to reconstruct income and compute tax liabilities to the standard of proof required for criminal tax prosecutions. Anna also has experience with sourcing and residency issues. Anna is a graduate of Sacramento State University with a Bachelor of Science Degree in Business Administration, with an emphasis in Accounting.
