Description:

The landscape and framework for federal tax ethical issues have changed dramatically in recent years. From calling into question the IRS’s authority to regulate “practitioners” to current proposals to change and increase return preparer-related penalties, those who advise clients on federal tax matters face numerous challenges and uncertainties. This presentation will review the recent changes to federal tax ethical rules (including Circular 230 and tax return preparer penalties), current proposals, and hot topics in the area of enforcement.
• Reviewing the historical framework brings into context the controversy about the IRS’s ability to regulate tax professionals.
• Discuss current proposals related to return preparer-related penalties.
• Learn about current and future rules regarding refundable credit enforcement targeted against return preparers.

Kevan P McLaughlin, JD, LL.M, Certified Tax Specialist, Attorney at Law
Kevan P. McLaughlin is the founder and managing partner of San Diego based McLaughlin Legal, APC. He is a Certified Tax Law Specialist who focuses his practice on Federal and California tax law, with a special emphasis on representing taxpayers in civil and criminal tax litigation and controversy cases. In addition to serving in various professional organizations and winning numerous awards, Kevan is an adjunct professor at San Diego State University where he teaches “Ethics for Accountants.”
